COLUMBUS, Ohio — A Delaware County grand jury has indicted a Columbus alternative high school teacher who admitted to videotaping female students for the past seven years.
Justin Foley, 47, is charged with 10 counts of unlawful use of minors or infirm persons in material or performances directed at nudity, according to Delaware County Common Pleas Court documents.

In August, the Delaware State Police Department received a tip from the Ohio Internet Crimes Against Children Task Force, according to court records.
The tip involved a Google account owned/managed by Foley. The account contained 46 image files suspected of being child pornography, several of which were of teenage girls between the ages of 12 and 16.
Court documents say Google produced the full account data, and authorities were able to identify more than 5,000 child abuse images and 166 voyeuristic videos.
The videos were apparently recorded at department stores near Columbus, public spaces downtown, near Ohio Wesleyan University, downtown Delaware and outside Conger Elementary School.
On September 20, law enforcement interviewed Foley, who admitted to downloading and transferring the images to an external hard drive and then uploading them to a Google account.
Foley also admitted to still actively filming voyeuristic videos in public and while in high school, court records added.
Foley said he has been recording videos of students at his school “up their skirts” for the past seven years and just two weeks ago.
The state recommended a $250,000 bond for Foley in addition to no Internet access, no contact with minors and no GPS monitoring.
Columbus City Schools said Foley is a science/AP teacher and has been with the district since 2013. The county sent 10TV the following statement:
“Columbus City Schools has a strict code of conduct that all employees must follow. We take this matter very seriously as we are committed to the safety and well-being of our students. I can confirm that the district is aware of Mr. Foley’s arrest as part of police investigation and we are cooperating with law enforcement. I can also tell you that the teacher has been suspended and will not be returning to our district. We have begun the process of recommending his termination.”
